Earlier this week we asked you to join us in urging Liberal Leader
[1]Michael Ignatieff and his finance critic [2]Scott Brison to vote NO on
the Bloc Québécois' sponsored Bill C-308. We're happy to report the Bill was
voted down 147 to 124 in House of Commons yesterday afternoon.

That bill, which sought to reduce qualification for EI to just 360 hours
worked, would have added upwards of $4-billion to the program and
potentially raised premiums as much as 24%. According to the [3]Globe and
Mail, Mr. Ignatieff changed his earlier position in support of the bill
under pressure from groups like the Canadian Taxpayers Federation.

However, we're not out of the woods yet.

EI rates were already set to rise 15 ¢ (per $100 of earnings) January 1^st.
Earlier today [4]Finance Minister Jim Flaherty announced the EI _increase_
would be "reduced" to 5 ¢ per $100 of earnings for employees and 7 ¢ per
$100 of earnings for employers.

The CTF takes the position that _any_ increase in taxes avoids the more
responsible route of a review and reform of EI that focuses on spending. As
long as the EI program continues as is, tax increases are simply deferred.
Current EI Fund shortfalls are added to the already ballooning federal
deficit. This is unacceptable.

We commend [5]Mr. Ignatieff for recognizing how irresponsible [6]Bill
C-308 was and changing his position. We also commend [7]Mr. Flaherty for
recognizing a massive increase in payroll taxes would not serve our economic
recovery. Now it's up to both leaders to reform EI.

publication [9]The Taxpayer. We will continue to press the same with
lawmakers this fall in advance on the scheduled tax hike on January 1^st.
