This is an excellent assessment of the political process and applies to all organization

Most of us don't steal from the church collection box because we fear we will be caught. We don't do it because it is wrong, and we abide by moral rules. If, on the other hand, we steal from church collection boxes, no amount of ethical training will change us.
I'd argue it's that way with politicians -- they are what they are and training in ethics is pointless. They either are honourable or they are not. Period.
